Error: Command "require-commerce" is not defined, while Magento 2.4.4 upgrade

I am trying to upgrade to commerce enterprise edition 2.4.4 from 2.3.6 but it's failing with error:

[Symfony\Component\Console\Exception\CommandNotFoundException]
  Command "require-commerce" is not defined.
