grandtotal wrong in cart

Does anyone have some idea why this is happening

In cart page

Subtotal     19 990.00
Discount (TEST)     - 1,999.00
Shipping  0.00
VAT 3 598.20
Total sum 17,491.25


but he total should be 17991 (19990-1999)

am using magento 2.2.8 enterprise edition
